Program Manager

Altum, a growing software business, is seeking a highly proficient Program Director to be responsible for the management of a major program consisting of all NIH projects across multiple ICs.  Reporting to the VP of Services, this position will manage budgeting, reporting, and analysis of program results, as well as take on profit/loss responsibility including revenue generation and the control of direct and indirect costs.  Performance will be measured against annual strategic plan, program and budget objectives. Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

• Responsible for managing and mentoring Project Managers to achieve successful project executions, client satisfaction and growth.
• Directs program activities to meet client strategic objectives and works with Project Managers to ensure that contractual obligations are met and customer relations are satisfactory.
• Builds relations with internal and federal client executives to plan and grow program solutions.
• Responsible for profitability and revenue growth of assigned programs.
• Overseeing and reviewing Project Manager’s financial management of their projects.
• Assures quality of program solutions and services, including participating in reviews and audits.
• Performs business development activities, including the preparation and review of technical and cost proposals.
• Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
• Manages program resource leveling where Project Managers have conflicts and program prioritization needs to occur.
• Prepares and provides various reports and technical reviews to senior management as requested.
• Ensures compliance with relevant corporate and government policies and standards.
• Participates in special projects as required.
• Works with Project Managers on staffing, performance appraisals and making recommendations on employee compensation levels within Altum’s NIH projects.
• He or she will interpret and execute policies that affect employees within Altum’s NIH projects.  The Program Manager will also provide recommendations for organization, manpower, and business and budget planning to the VP of Services.

Experience:
• Minimum 4 years college degree (Masters Degree preferred)
• Professional certification (PMP) preferred.
• 8 to 10 years of related program management experience.
• Knowledge of business and financial management
• Experience with creating, tracking, and reporting program-related metrics.
• Proficient in Microsoft Project and/or other Project Planning tools.
• Strong client relationship skills
• Federal government consulting experience at a management level (ideally with the NIH)

Salary commensurate with skills and experience. 
 
Job location: Primarily in Altum’s Reston or Bethesda Office with weekly travel to client sites in the Bethesda, MD area
