Collection Module™: Enterprise Data Sharing

The Collection Module™ is a flexible grants reporting system for collection of information on grant programs across an entire agency or even multiple agencies. It interfaces with Altum Information Enhancement Suite™ and/or other systems for automatic collection of information based on an open XML API. In addition, it allows users to submit information through Excel spreadsheets or manual entry on the web. Collection Module™ significantly improves the timeliness and accuracy of collecting grant program information from multiple organizations.

Success Story. The National Institutes of Health (NIH) consists of twenty seven separately appropriated Institutes and Centers (ICs). However, from a position as a single umbrella business unit, the NIH Office of Budget (OB) is charged with collectively reporting to Congress on appropriation effectiveness and for annual budget planning purposes. In many cases, OB is the focal point for Congressional inquiries from the Hill and must respond in a timely manner on over $27B in research organized by scientific disease area. This was a daunting challenge for several reasons. First, OB does not control the budget for the ICs. Secondly, in a scientific community, standardized naming conventions are not practical for the thousands of variations of disease descriptions.

In an effort to provide timely and accurate budget information on disease funding, OB chose Altum to develop a system based on the Altum Post Award Grants Management Suite™ grant tracking, query and reporting system. The system, Collection Module™, was named Disease Funding and Tracking System (DFTS) by NIH and has streamlined the collection and reconciliation of budget data for the entire NIH. The secure, rules-based system provides a mechanism for ICs to submit data to OB in a timely manner. Beyond easing data collection process, Altum Post Awards Grant Management Suite™ provides NIH a means of smoothing business process. Its classification function eliminates the previous contention between the ICs and OB that had resulted from the wide differences in disease definitions. Now, the time consuming and repetitive communications between OB and ICs is dramatically reduced, and the accuracy of responses to Congressional inquiries is greatly improved.

Problems Solved. The Collection Module™ can be used for multi-tiered reporting. A federal agency may grant funding to state or local governments. Those grantees often, in turn, ‘regrant’ the funding to local organizations. Using The Collection Module ™, the local organizations can report back to the state organization. State organizations, in turn, are then able to produce reports required by federal grantors as well as to formulate reports for their own program management purposes. This cascade reporting mechanism ensures a timely and accurate accounting at all levels of responsibility.
